New Zealand: Revisiting Inland Revenue's Strategy

New Zealand Inland Revenue is revisiting its strategy now that its major business transformation programme is complete, and the department is operating in a very different environment. The existing strategy, Inland Revenue for the Future, set out the organisation Inland Revenue needed to deliver a business transformation and has been in place since 2011.

Revisiting the strategy will provide Inland Revenue with a clear strategic direction, help it to make choices on where to focus outside of ongoing core activities, and help it steward the systems for which it is responsible.

The strategy will take into account the likely ongoing constraints on the department’s capacity into the future, and the need to embed and leverage its new analytical and other capabilities. An additional complexity to factor into the strategy is the hugely expanded role that employers, payroll and software providers and tax intermediaries now play in the tax and social policy systems. Inland Revenue is thinking about how to best work with such delivery partners and the part it plays in wider systems.

The aim is to have a reset strategy in place for Inland Revenue in late 2023.
