CATA sponsors up to six training programmes each year in Commonwealth countries worldwide. Most comprise internet (e-learning) as well as residential phases and are provided by our member tax administrations.


Workshop on the Taxation of International Transactions (TOIT)

This highly praised annual programme for senior and middle level tax officials has been hosted for 22 years by the Inland Revenue Board of Malaysia.  Its purpose is to broaden and deepen participant's understanding of the rules of international taxation, especially tax treaties, by considering their application in interaction with domestic tax law and to commercial transactions which involve flows of funds across international frontiers. The venue is the Malaysian Tax Academy, Persiaran Wawasan, 43650 Bandar Baru Bangi, Selangor. 

For 2018 and subsequent years TOIT has been split into two workshops; one focusing on treaty related issues and the other on transfer pricing related issues.

These workshops, each planned as a one-week training programme, are held back-to-back to allow member countries to send different officers to each. Where appropriate, member countries may send the same officers for both workshops. In this way, countries can select the most appropriate officers to attend each one. Having this arrangement also allows member countries to minimise the travelling cost if the same participants are considered appropriate to attend both workshops.

Malaysia continues to host the programme and to provide free accommodation to the participants at the Malaysian Tax Academy. Meals and ground transportation are also provided.

The programme dates for 2019 were 1 July to 5 July and 8 July to 12 July.

Commonwealth Tax Auditors Course

This very successful course for compliance and audit staff (previously known as the Commonwealth Tax Inspectors Course) is provided on behalf of CATA by Her Majesty's Revenue and Customs. In years to 2017 the course has begun in April with essential preparatory learning conducted by email with the course director, but centred on an intensive six-week residential period in the UK from the end of July to the beginning of September.

The course is currently being redesigned and details of the new arrangements will be announced in due course.      



Senior Leadership Programme (SLP)

This highly regarded leadership and management programme provided on behalf of CATA by Her Majesty's Revenue and Customs, which was formally known as Achieving Leadership Potential, was revised in 2018 to consist of two phases. The first phase of the programme is a two-week residential component to be held in a member country other than the United Kingdom. The second part will take place in London and Lincoln, United Kingdom. 

Twenty-three delegates from eleven countries successfully completed SLP in 2018. Part 2 took place at Her Majesty’s Revenue and Customs (HMRC) training centres in London and Lincoln over a three-week period. This second phase residential component followed on from Part 1 of SLP, which was hosted in Kampala, Uganda from 21st May to 1st June.

Part 2 of SLP built on material delegates had been taught during the first phase of the programme and included presentations and workshops by HMRC trainers and experts. 

The training programme culminated on the 17th August 2018 with the participants presenting group reports to an audience that included experts from HMRC and CATA’s Executive Director, Duncan Onduru. The day ended with a cocktail reception held at Marlborough House, the headquarters of the Commonwealth Secretariat, where the delegates were also awarded with certificates of participation.

For 2019, Part 1 of SLP took place in Malaysia from 25th March to 5th April 2019 and Part 2 was held in the United Kingdom (Lincoln and London) from 22nd July to 9th August 2019. More about it here.
